The six\u2011page long foundation act of the future factory specified in detail how the factory facilities should be located, built and equipped; it introduced a categorical ban on the on\u2011site use of footwear \u201chaving any metal parts\u201d and also ordered that \u201conly fully trustworthy people deserve to work there.\u201d It also stipulated that, \u201cin the event of any damage and hazards that may arise from the start\u2011up of the plant\u201d, the granted permit may be withdrawn \u201cat any time\u201d (with suitable compensation for the owner). Moreover, a reservation was made that the permit would expire spontaneously, if investors \u201cfail to put it to use within one year of receiving this document\u201d or if they \u201cstop the operation of the factory within three years and leave it in that state without seeking for a different date\u201d.<\/p>\n
